I noted a friend was in the map (you know, that green icon), hovered my pointer over it and this thing came up, along with the star type, allegiance, population, etc:

the Emperor, using any methods, including
subterfuge, to keep a step ahead of any threat."
So, I guess that answered my question of what "The Guardians" is. Not aliens coming to protect us, not SLF's deployed to protect the mother ship. They are, essentially, "The Blades" (to coin an Elder Scrolls term).
