Horizons what are those numbers?

I do the missions and when I click on the tab to bring up the list of mission givers each one has a number such as 0/0 or 1/2
I had one go up to 5/5 then immediately after the next successful mission it was 0/0
Are these eye candy or do they mean something?

I'll just add that if there is a yellow circle with an exclamation mark, it means that you have a mission there to turn in (It counts into the total number of missions (the second number))

Minor wrinkle - Missions your current ship is capable of / missions the faction has available

Your ship may be carrying cargo so it won't allow you to accept the deliver cargo based mission until there is enough capacity in your current vessel to accept it.

... and the reason they change is because the missions available are different when you came back to the station. It only looked like a reset by the coincidence that it happened to be "no missions you can do / no missions you can't do" when you returned to station.

Number of missions you are qualified to run (based on REP level, RANK, ship size, etc.) vs. the total number of missions the faction has available to be run.

When you click on a faction it's missions are shown at right with "available" missions (that you qualify for) listed first and "unavailable" missions (that you do not qualify for) listed second. The unavailable missions will always show an explanation of why you do not qualify for a particular mission (ship too small, too large, not enough faction REP, RANK too low, etc.) so that you can see what you need to do to become qualified to run the (usually more lucrative) missions. Sometimes all they want is a cash "donation mission" to raise your REP, sometimes raising your REP enough that you qualify to run previously unavailable missions.
