Do you disrespect europe?
Yes? Do you prefer rainforest or desert?
Rainforest = South America
Desert = Africa
Bit of both = Australia
If you dont disrespect europe and like building, get the europe Pack.
With the packs you allready got you can add the europe pack for amazing scenery and great european sections, especally now that we got the red deer for free

Oh gosh, I don't know how you are going to decide, lol. I can't imagine doing without any of the packs.
I, too, love penguins and have been known to take a break from playing just to follow one swimming around their habitat. Two others that I think might be strong contenders for you are Australia and/or Europe. Since Twilight came with the Wombat, Australia would give you some additional animals for an Australian section of a zoo. I also love the building pieces in that pack. I mentioned Europe because I also love the animals it came with and adding the ferry and bus that can be used for zoo entrances was a nice touch. It, too, has really good building pieces.
I don't think you'll go wrong with whatever you decide.

Africa Pack. It has meerkats, and really, they are essential for any zoo. I would also recommend the South America Pack so you have the capuchin; similar to the meerkat, any realistic zoo will have small monkeys, and it's a crime that the capuchin is really all we have. Australia is also a good option so the wombat doesn't seem so lonely.
I'd definitely recommend Africa first, of course (it's my favourite DLC, even though I wish it was an animal pack), but for a second choice definitely South America or Australia to fill out those regions better.

I would say Africa or Australia + Europe or North America. That way you will get some warm climate animals and some cold climate animals plus some very useful pieces
Personally, I find the wood pieces of the arctic pack quite useful and a polar bear is a polar bear and I personally love the reindeer, so yeah, if you like to build, that's a good pack.
The African pack has a lot of versatile pieces too, so also a good pick in my book.
If you're less of a builder and more of an animal collector, I think the north american pack is a must, especially if you want to have low budget zoos. But looking at your current roster that might not be your thing?
With the europe pack I absolutely love the broken wall decals, but in my opinion most of the other pieces are way too "Amsterdam" and less "Zoo".

If you get Africa, I'd say get the last animal pack you're missing: North America. You'd have a great selection to make nice NA sections in your zoos.
If you're more of a builder, it depends. Arctic has great wooden pieces, South America gives us bamboo pieces, Australia has a mix of wood and metal that I quite like, and Europe has lots of rustic pieces

Thank you everyone for help and input, looks like i am going for Africa then. But it is hard to decide on second one I think i will get either Australia because I only have currently Platypus and Wombat from Australia. Thank you!

As a european player, and because we are closing in on the christmas season, I would recommend you the Europe DLC as it has one of the most building pieces and you can build great european themes like switzerland, christmas markets, venice and france.
As for essential animals I think Australia has great unique animals but I don't like the building pieces.
If you like colder and temperate animals you can go for the North America Animal Pack.
If you love exotic jungle animals, go for South America.
If you really love christmas and polar bears, go for Artic DLC as you get christmas trees there.
