The best choice is the double engineered FSD from this CG https://forums.frontier.co.uk/threads/rare-goods-required-for-galactic-summit.565468/ it is quite expensive in mats but you're looking at around a 9% increase in jump range when you add mass manager (70.8 LY laden with your build, just edit the optimal mass to 1860)

That's the right answer for a Phantom.
Shields -> Low power (you'll only need to save you from accidental bumping into terrain and nothing more)
Lightweight for sensors, since there is no other need for them in the deep void
Expanded Radius for probes: you'll get way more bonus because you'll NEVER need anymore 7 probes to scan a planet, guaranteed.
