Yeah that's some sort of graphical glitch, never seen it myself but seen a few odd things in the past that were obvious graphical glitches.
Looks kinda cool though, like you were glitched to the Moon or Europa and see the Monololith.I am in, like, that old 21st century movie The Matrix and "they" changed something?

this is how the fss behaved when it was new..
as though its all on a screen of its own then shared with the view, then when it disconnects, you can move around and it goes wonky like that.

I used to have this problem a lot on my old laptop. I think it went away eventually as drivers improved and as game optimisations were done and I think the problem may have been related to a lack of (graphics) memory, as my old laptop shared 8 GB between everything and was on the edge of being able to run the game at all.
You could try lowering the resolution of the skybox to see if that makes it go away, or anything that saves you graphics memory.
