I haven't played Elite: Dangerous in ages but decided to install it again when I saw that Horizons is now part of the base game. The launcher gives me the option to install Horizons and Elite: Dangerous. Do I need to install both or only Horizons? Thanks for your help!

You only need to install Horizons but loading into the original game is handy to escape some awkward situations.
And whatever you do dont buy Odyssey. It isnt ready for release and may never be.

Yeah, I saw the negative reviews.
"Awkward situations" means something like getting stuck in your surface vehicle, unable to move it from under a rock (say). You can then log out, log into the base game, and bingo! - you're back in space in your ship, with your SRV also aboard. Works because unlike EDH, ED doesn't recognise being on planet surfaces, so just instances your assets in space.
Just be aware that after recovering your SRV by changing to Dangerous and back to Horizons the SRV module is unpowered. Check your module priorities and re-enable it
