Newcomer / Intro What do system states mean?

One of my regular stops has gone into an Expansion state, but I can't figure out what that means for them or nearby systems. I remember seeing a thread during Beta where people posted ideas for systems states and the effects they would have, but I can't find anything about what current system states mean.

I can guess all day long, but I don't know that my assumptions are correct.
