What do the bars actually mean?

Specifically, what does the hatched area on a security/economy graph mean?

Right now I'm seeing a system that's absolutely full on the economy bar that was in boom yesterday but is now in a "none" state, pending investment, and the "boom" section of the economy slider is entirely hatched out. Does hatching mean the state is in cooldown and can't trigger regardless of where the slider is? What does it mean when the hatched area only partly fills a section?

Right now I'm kinda feeling like I'm bashing my head against the wall trying to figure out what the information being presented to me actually means, never mind figuring out how to influence it. I don't mind fdev's position of "figure it out for yourselves" when it comes to what actions contribute to each faction/slider, but to do so for the user interface is taking it a bit far.
 
It doesn't seem to correlate to anything.
Don't worry, you will soon be at max investment, then there is no hatching so you can forget about it.
 
I guess it's frustrating to be given a UI and no actual explanation of what any of it means.

It'd be like if they put the weapon effect symbols on the HUD and didn't bother putting them in the manual or have them announced in COVAS and just left the players to figure out on their own that a crosshair meant they were getting hit by a dispersal field cannon and that their target isn't chaffing.
 
It seems when progressing from Boom state to Investment state there is a one day/tick reversion to No state. Just the way FD rolls, I guess!

I expect that's not 'as intended' and we might see the day 'gap' back to No state being fixed at some point. For now it's a 'heart in mouth' quirk when checking around for my daily look at the local systems on the GalMap and thinking Boom's over and we're heading for something nasty. It takes visiting the system itself to spot the 'pending Investment' tag.
 
There certainly appears to be a hiccup on the economic state changes, which forces a none state while another economic state is pending.

I've observed it a few times, along with systems that don't even bother with Boom and go straight into Investment.
