What Does "When Transfer Become Available" Mean?

FDev have said that console players will be able to transfer, or rather, copy their accounts to PC, when the feature becomes available.

What does that mean?

Is it available yet?
Do I have to write in a ticket or something?

Okay, maybe this is just me, but I feel like we can't really get a straight answer...

It means "when transfer becomes available". The announced transfer process has not been finalized and is coming at an unspecified future date. The CMs have set the expectation that before the transfers become active, they will give plenty of advanced notice so that folks are ready to use them.
