What engineers exist in Colonia PS4 version?

You may not see them until you have met the intro reqs.
Metatheurgist is correct, engineer bases don't show up as standard human settlements, the FSS will show "other" rather than "human" signal if there is an engineer base on the planet that you don't already have access to. That means it won't show up as a settlement until you have unlocked the engineer and even if you fly there and try and land they will be hostile and attack you immediately.

Get Todd the Blaster, Liz Ryder, Elivra Martuuk and The Dweller up to g4 and they'll be unlocked. Just bear in mind that you need a trade rank of Dealer, exploration rank of Surveyor and combat rank of Expert to use them all.
