I've been seeing a lot more people out in open and nary a griefer in sight. Is this the end of Mobius PvE?

Not a chance. I don't trust people in Open, I'm sure the griefers will find new ways to abuse people, they can't live without making people feel bad in some way.
no idea. ive played in mobius for all but the first 2 weeks of my time in E.D.
Don't worry, they'll be back. They're all just scrambling around re-engineering their murder machines.

I wouldn't put too much stock in what you see, OP. There is a lot of new content out... people are exploring the new features, engineering, finding mat brokers, playing with wing missions, checking out the new tech, visiting guardian ruins.
Trade CG is practically dead - low supply commodities spread out all over the place.... It was Tier 2 when I logged out last night at 00:30. It's at Tier 2 now.
Folks are spread out doing their own thing at the moment.

When the PvPers finish engineering all their modules, I'm confident the reaping will begin with a renewed intensity.

I'm ahead of schedule with the above, hence I'm currently rehearsing my faux-indignation at the suggestion that I would use premium ammo against other players despite it being completely undetectable & perfecting replenishing with standard ammo when making a vid to convince everyone I never ever ever - honest - take advantage of 30% extra damage with zero drawbacks (even though I patently have premium ammo available, as seen on the synthesis screen!)

It's true though. While all of the gankers are out having fun and re-engineering their stuff, the PvErs who were so excited about C&P are all sitting in detention centers, dumbfounded
That if he meant it seriously, he hasn't got the point of Elite at all.
This actually always fascinated me. If you give players a game devoid of content and allow them to make their own, it's interesting to observe what kind of person they really are.
I mean, if you compare Canonn, Fuel Rats, Hutton Truckers,... and griefers. It's interesting what people find fun to do.
