What happens to unloved factions?

I see that in Shinrarta Dezhra that The Dark Wheel have 0% influence atm. As expected I've not seen any missions for them (which means that the chance of raising their profile is pretty much nil now).
But what happens to them as a faction? Will they eventually die out and cease to exist in the galaxy ( a real shame lore wise if that's the case). Or do they just sit there forever in a dormant state?
Or is there a third option? Could a random event see them rise to prominence again?

I've been thinking about this. I was doing every mission i could find for them and now they've all dried up.

I'd actually like them to be a Dangerous and above (or even higher), invite only faction but that may not be possible.

Whatever, I really don't want them to disappear.

Real parties can cease to exist if nobody supports them anymore. I can see this happening in the game.
