I personally like Arjung. It's directly between Diaguandri and HIP 16607 (great ALD control system with HAZRES and other RES types galore). It has most modules, with 90% of everything it doesn't have in adjacent systems within a 16 LY radius around it (quick http://eddb.io/ search and you can find missing modules without any hunting required, make a single jump and grab it), and those stations are almost always within 200 LS of the star. It will generally stock anything you need up to Python size, at which point it will miss 2 or 3 A grade modules. Anything bigger (Annie, Cutter or Vette) you're better off equipping at Diaguandri first and making the short hop back to Arjung once it's fully equipped. Diaguandri doesn't have all the modules for those ships either, but they can all be found in close by systems, generally with 5-15 LY.
If you're ALD it's pretty much smack dab in the middle of everything you'll do - enemy faction space all close by. Whatever your faction's goals in a given week, there is a system within 80 LY that's on the list. It makes use of short-range ships feasible, so you can enjoy flying them even while doing PP. It's surrounded by systems with pristine rings, so all the mining you need close by, and if you make the short jump to HIP 16607 you have a station right on top of the perfect mining spot.
Good trading routes that pop up on EDDB.io regularly, so you don't have to travel to get good routes.
If you do Robigo runs, you'll find the destination cluster always touches space nearby Arjung, so you can do a few runs and you're only 1 or 2 jumps from home when you turn in.
All in all I've found it to be the most efficient location if you dabble in everything.
