Solo and online are the same in that respect. The consequences for attacking non-wanted ships are identical.
 
Know the system you are in and keep awareness of what stations are nearby. Every system has a certain faction and security level, and this determines what sort of response (or no response) that you will encounter.

An Anarchy system... security is non-existent, or very minimal at best. You can open up fire on anyone and anything. But realize.. they can open up fire on you too. However, realize that if you blast Empire (or insert whatever other faction you dislike) ships. You can still get a bounty on your head for killing members of a faction. In general, if you don't want to deal with a bounty or fines, stick to blowing up ships that attack you first.

This may not be complete.. but its a starter.

-Fines can be levied by breaking laws: firing near a station, carrying stolen property, smuggling illegal goods.
-Unpaid fines can lead to bounties, and being wanted by a faction. Anyone can cash in on this, so it makes you a target.
-Attacking unprovoked, can result in fines, and bounties.
-If you are attacked, and they turn red... you can defend yourself with no penalty.

A small word of note. If a pirate starts talking #$% to you over comms, threatening for you to dump your cargo, etc. How you respond can be different based upon the system you are in. If anarchy, open fire and ask questions later. If it is a secure system.. make sure they attack you (turn red) first. Otherwise you could get hit with a fine for being the aggressor. The game considers the person who shoots (and hits) the other person first as the aggressor. Words are words. Bullets are bullets.

But, if you want to live the pirates life... go in guns blazing all you like.
