Instead of having to wait hours doing close to nothing, have earning quotas through missions handed from the HQ of the power. Those quotas would stack and you'd be able to bring back a full load after doing enough of them.
The quotas would no longer be static at 10/15/20/25/50 per rating, but instead, the higher rating would allow access to missions that provide bigger cargo quotas. For example, a rating 1 mission would give the user 6-10 available power commodity allocation and a rating 5 would reward 30-60.
This way, fortification, preparation and expansion becomes just as active as undermining, instead of a snoozefest that noone wants to engage because they either have to stay docked for hours end or burn through their cash reserves. Additionally, smaller ratings will finally be able to contribute more if they spend their little free time doing missions and then spending all the allocations they have gathered at the end of the week.
Also, this allows non-combat expansion powers to actually have a chance to expand without having the odds stacked so heavily against them.Ever since the undermine buffs, it is a nightmare for anyone who expands without combat zones to actually manage to expand, with the other end being completely unstoppable. Which is a ridiculous gap.
It also might potentially dissuade 5th collumning ,since players would have to start working towards their merits, instead of keeping rank 5 through hurting the power.
