It's in Colonia. Not a war system or one of the Powers.

No idea then, I”m afraid … Acronym Details Consigned to Space, I guess …

Not a clue either, but it's new text that was added in Update 14 for AX pilots in Thargoid warzones, but which now also appears with any military ship in any context, including normal space CZs (which makes it a bit odd when someone is going on about patrols when you're blasting them). Maybe it'll get fixed in the next patch
