What is an Exploited System Power Play

I can't seem to find what is an Exploited System in Power Play.:S

Could someone explain please?

It's a system located within the mind-control sphere that control systems create. If you look at the PP map, it will be systems within the coloured volume.

A system within 15LY from a controlled system becomes an exploited system.

A controlled system is a system that have been prepared and expanded to by one of the ten "celebrity" powers in powerplay. The controlled system brings in resources to the powers based on how many exploited systems is near it.

To see what effect this have on the system, you need to go to the "Galactic Powers" option on your left computer screen in-game. Then you look at the power and switch to their "Stats" tab. You will be able to see what effects a power bring to the system. It's not necessary bad, to the opposite, to be "exploited" might be positive depending on what you look for.
