What is considered as illegal cargo

I know, that if you scoop something, that is marked as stolen, and you may get shot for it.

But what about legally bought liquor, tobacco, personal weapons, etc? Are these items illegal too?
The reason asking is that I have been able to transport a full load of personal weapons for example to a station (Ithaca/Hume depot) for at least three times, without being hurt. I have been scanned upon entry too.

Last time I have been offered a 'seeking special gifts' mission, where I needed to deliver tobacco. I entered the station in silent mode, so have not been scanned. Was I just simply lucky for not being shot on site, or these items are not considered illegal in an independent system as Ithaca?

Can someone clarify this please?

What is bought legally in one system may be illegal elsewhere. Some day there might be hints as to what is bad to be selling where. Drugs etc are likely to have restricted distribution...

Anything scooped is considered stolen. Not sure if you jettison and scoop your own stuff.

As I understand it the legality differs between systems. Each system marked as independent will have its own laws and unfortunately there is not yet a way to find out what goods are legal in each of these places until you try to sell your goods there. In anarchy systems you should never get a bounty for illegal cargo unless it was stolen and I think even then that might be planned to change before release.

Federation systems are pretty draconian from what I remember; liquor (beer, wine etc) are illegal as are slaves and I think personal arms and battle weapons are illegal there too. There may be more illegal things in Fed systems (I expect tobacco is one).

Currently though stations and police seem to ignore you around stations for some reason. I've been scanned with an Anaconda full of stolen cargo and got massive bounties, never mind sitting around NFZs blowing up ships. Maybe that's just a bug I have though.

I once crashed with a full hold by failing to hit the slot after hitting Boost on my way out of spacedock. :eek:
I managed to respawn and collect some of my own cargo, and it was NOT marked as stolen.
