I took three kill pirate missions that were based in different systems. One I completed after a very long time (kill 8 pirates) because the pirates were spawning at a poor rate.
The second one was to kill 12 pirates, but absolutely none of the pirates I found were the mission targets. After an hour of checking the nav beacon instance and SC, I realised that they just weren't in the system even after logging out and back in. The main faction was in retreat state, so I'm not sure if this influences things, but in the end I had to drop the mission because the mission pirates just were not there.
Third mission is to kill 30 ships for 4.4 million. Checking the nav beacon, signal sources, and SC I've found one after 30mins.
Are these missions just broken, or are these unintended consequences of the background sim determining system and faction states?
