What is happening in Teu Uira?

Can anyone shed some light on what is happening in this system, and how to profit from it?

The right-hand panel says it is in a state of lockdown. One station in particular indicates it is locked down in the system map but it let me dock and I didn't see anything unusual.

There are a bunch of nav markers named "Checkpoint" in the system with lots of federal ships - one ship was named "Evidence Collection".

Another nav marker is "Seeking Goods" - I tried jettisoning some cargo near the ships but nothing happened - how do I interact with these ships?

You wouldn't happen to be near Kappa Fornacis would you? That whole 'onionhead' blockade is going on. So your system might be in close proximity to where all those filthy drug dealing commanders are smuggling onionhead out of.

So how do I interact with the ships in Tei Uira offering to buy goods?
