It means adding stuff to a ship that wasn't present when it came out of the factory.
So when you replace that class one tattoo laser it comes with with a class 4 plasma gun that's retrofitting.

OK so it's fitting newer stuff to an older ship rather than older stuff to a newer ship - I had it backwards thanks for the clarification
