If you want good standardized random numbers, you have to use an approved algorithm.
fortunately RFC 1149.5 does so:

Technically RNG refers only to random numbers when each number is equally as likely. EDs engineers use a curve so technically they aren't RNG as there is a level of predictability to the results. But this forum doesn't care about what terms actually mean.
