The best way (not the fastest but the best for long term investment in faction rep) is to head to a really high population cluster, such as Cubeo with a large ship thas has a mixture of passenger cabins and cargo capacity. A Python or an Anaconda are both great for this. Get allied with as many Imperial local factions as possible doing a mixture of passenger and cargo delivery missions. VIP missions give a lot of REP+++ so try to find many of these. Data delivery are REP++. If want a break from point A -> point B missions sight seeing missions pay well and give REP++.
While doing these missions look out for donation missions as well, particularly if they are for lower amounts. These give good REP also.
There are faster ways to rank up, but they won’t benefit you as much later on. This method will get you there in a reasonable time but you will earn lots of money and also you will have an excellent imperial base of operations with allied rep with lots of local factions in a high population area.

Another option is to find a pair (or small group) of isolated empire-aligned systems on the edge of the bubble. The fewer inhabited systems in 15 Ly radius, the better. If these systems have few starports, and supercruise distances are short, even better.

Just pick every mission from imperial factions that is donation, data courier or small cargo delivery, possibly passengers as well if you can fit a cabin. This does get boring after a while but it boosts your empire reputation nicely.

Doing missions. Find a good place, one that has tons of data missions that all go to one destination. I could tell you where but that would make it too easy.

Find a port with multiple federation factions. Piper Hub in Corycia is really good for this because it has 4. Bring lots of money. The Federation factions will spawn a lot of donation missions over time.
The best way to grind Federation rank is to make lots of money and BUY Federation rank.

I always suggest donating. There are several Imperial and Federal systems that only really offer donation missions.
Before, I wwent to Cubeo and stacked Cut the Power Missions. This let me earn about 200m cr per hour and 15% rank. I then used those profits to donate to the Federation.
Mode switching Donation missions is the best. You can get the Cutter in one day if you have the time and millions of credits.

In around 2.5 hours i was able to get from 66% baron to duke (even if Ngalinn was in lockdown and only Mainani was issuing missions).

I assume the old standard still holds: Run missions between Wu Guinagi and Hip 10716. 5 stations in all (3 of which are outposts). Lots of Data Missions. Usually a great place to rank up Imperially and make a few credits in the process. Even some very lucrative local cargo hauling when you get your rep established. Python is the goto ship for missions in this system...
