What is the current best place/method to level Feds

Don't take my word for it, but I think Sothis/Ceos is a good place, still.
Or Robigo passenger runs to Sothis.

Failing that, just take easy missions with a "rep+++++++" option, and chose said option when cashing in. Sol and surrounding areas are 100% federal, so picking up loads of missions is easy.

Just avoid any to Alpha Centauri and 36 Op-something.
Both gigantic systems. Lol

I can recommend doing evacs if you can find a station that has fed factions in need of evacs.

I went through the last 2 ranks of imp in about 2 hours .

In order to give a more reasonable advice.
Watch out for places where you have factions present in multiple systems, personally I would say look for Fed corps cause often in Fed systems more than one corp faction is present and often one or two democrats.
Then - if it's only for rank grinding - take only missions from the Fed factions and try to find those which have as mission receiver another Fed faction. That way you increase your rank both with the mission giver AND the receiver in no time.
