Aside from the fact powers are larger and fewer is there a difference?
Seems to me we can already gain reputation with factions, expand the influence of factions, run combat missions for factions, trade for factions, attempt to expand the borders of factions, and factions have their own philosophies and governments, same as powers. Am I missing something?
