They seem to be the most power efficient grade in relation to there performance. Same goes for the price point, most cost effective in relation to the performance.

EDIT : Well apparently not for shields quick calculation show E the most power efficient, then D, C, B, A subsequently. So I've no idea then.

Even though there is a clear progression in price and primary parameter while going up the line of E->A ratings, every rating has its niche.

Internals with different ratings are balanced(design compromises preferring different parameters) differently:

Taking the example of a power plant (but also valid for the others):
E - cheapest, but bad at everything
D- Lightest
C - ????
B - Armoured but also the heaviest
A - Most powerful, also best heat management

So far i heavent been able to determine the the role of the C rated components, or even if they have any.

It would be interesting to make the C rated ones to have the best heat management (instead of A).

Like others have already said

C = decent performance in the medium weight class E,C.A and very useful if you run short on power to run something better, or you can't afford the A yet.

It marks the center point of modules and its still a rather good deal for the price.

that is exactly my point and as you yourself stated, if you can you always upgrade from C to A

the only advantage or Quirk so to say a C has over A is being cheaper and slightly worse at everything

that makes it really uninteresting and boring
 
"E": Dump as soon as possible. Worst, and cheapest.
"D": Lightest, for longest range jump\higher speed in normal space. Everybody would be "D" if there were no combat, or need for 20+ light-year jumps.
"C": Standard, most cost-efficient.
"B": Only when you can't afford "A". Power Plant and FSD are about the only two "B" choices.
"A": The best, and the most expensive. Hideously so.
 
"C" for compromise.

Try to fit a Vulture :
You can't have it all, so you have the choice of a Thrusters + Shields in A+D, D+A or in C+C.

If I want better as "D", not as heavy as "B" and not energy consuming as "A", I will choose "C".
And of course, is the best for bucks as long I can't have "A" if the module has a mass.

B rated components have the highest integrity scores, which is assumed to be the module health.

C would seem to be the midpoint between E and A.
 
I like C grade sensors in combat ships. For a negligible increase in power usage over D, you get quite a big boost in performance. I still use D for trade and exploration as the mass is less than C.
