I've been trying to collect Improvised Components from HGE sites in Diaguandri (controlling faction currently in Civil Unrest). I got lucky last night and found one HGE from that faction with IC. But On at least six scans of the NavBeacon, 5 jumps in or relogs inbetween, that is the single HGE I've seen in the system. In some systems they seem very common, so I'm guessing there is a factor, population size, or something, that makes HGEs common.
Population of Diaguandri is listed as, Medium Security, Boom/Civil Unrest, 10M population. not small but not huge. Hmm. I think i might have answered my own question.

Some people make investigating things like this part of their game. The investigation makes it feel less repetitive. If you add on doing some missions that take you to different locations (where you can then find more HGE to investigate) even better :)

Black Box / Plantetary Scan Jobs work well as they require you to scan the nav beacon, which incidentally gives you all the info on HGE at the same time :)
