There's no such thing as half a rank. Progress towards the next rank is not the same nor in any way comparable to the rank itself
If you go to the rank above you have gone up by 1 rank. If you go to the rank above that, you have gone up by 2 ranks.

It looks like FDev have been retroactively more generous. My navy ranks have both jumped up to 100%. I'm pretty sure that's not a result of the Coalsack CG, and I've hardly done anything else in the last week. My guess is they have gone from +2 ranks rounded down, to +2 ranks rounded up.

I was awarded Vice Admiral for my part in the war. This put me at 0%
Today I have 100%
I HAVE NOT done any rank missions since the war.
Seems the Fed just keeps on giving.

Yes, both ranks went from 0 to 100% for my alt account yesterday

Same. Before the CG I was at about 48% progress at Count, that become 0% progress at Marquis, and now I am at 100% progress at Marquis. So that Cutter may soon be within my grasp...
I got one rank in each.
Both originally moved up to 0% of the next rank, giving me 55% & 34% increases, fair enough its what I kind of expected or at least realised would be what happens, I ranked up one rank.
Having done precisely nothing for the evil Empire or the fiefdom Federation since then, yesterday I noticed that both were increased by about the same % up in the new rank as I had previously, so I had in effect I think been retrospectively given 100% 'points' if you know what I mean so from 45% - 0% then to 45% approx. I think.

That matches my experience. After I completed my rank-up missions I'm at ~34% and ~65% in my new ranks. I'm hoping to get some time over the weekend to evacuate Federal citizens and get closer to owning a corvette. Happy days. 
Theres only 2 Federal aligned factions in system, to me they are only offering small number of rescue missions - average 3 total, sometimes none, and only up to 3* even though Allied, and I had to go into PG to get a landing pad at the Rescue Ship in my new Orca....still happier times than before just be ready Saw chat that Sothis run is still better.
And either theyve changed how the heat is applied and kept while docked or the Orca has an issue, first time Ive flown it and getting heat damage before the landing pad has even raised. Dont remember this in other ships?

None. Because I saw what it would take, and that I didn't have a carrier, and decided not to do even one run. (I don't AX, I haul)
In hindsight, I could have made a few runs and earned something unique, but that's because the rules were changed after the fact. I'm not bitter or ragequitting by any means, but seriously...think these things through ahead of time, next time, maybe? I am a little disappointed.
