I'd have thought the major powers would have differing standard greetings in the same way as greetings are culturally based already.

For the Independent Alliance I think "Aloha" is a good option. It works as both greeting and goodbye. It also has connotations of peace and harmony which for a group as diverse as the IA and which will always be in conflict with itself, to some degree, sums up the desire for everyone to "just get on".
