What specifically do threat levels mean in USS's?

I just got killed, hasnt happened in a while and i was getting arrogant and negligent and probably needed a good killin'. :)

I dropped into a USS threat level 4, at least 2 of the three were anacondas and the one i started shooting at first was expert level. Got him down to 13 percent hull before him and his buddies killed me, the cops took a little longer to show up than usual, but just like in real life, it was mostly over before they got there anyway.

So, two questions, whats the best way to handle a 3 on one situation? Looking back on it i think i should have used boom and zoom, snipe and boost away and come back for another pass.

Secondly, what do the threat levels mean as far as numbers of ships, their rank and firepower? Anyone know?

Depends on your ship, but for me, Threat level 0 = nothing. Threat level 1 = Easy. Threat level 2 = Moderate. Threat level 3 = Difficult. Threat level 4 = Ridiculous.

I've seen several TL 4s in which there is no available police response as well.
 
Sometimes Threat 0 is a trap. No one's there when you drop in, but if you stay to look around a minute or pick up some materials or cargo, pirates drop in on you and say "I can't believe he fell for it!" and attack you.

I've also seen Threat 4 that had no threat at all inside, just a lonely Unknown Artefact.

Anyway, I think it's just a 'threat assessment' value made by your ship's computer. It can be wrong.
 
I think it relates to the total number and strength of ships found in the Signal Source, but not necessary the Hostility

Threat 4 Convoys can have many combat ships guarding the cargo ships, but wont attack unless you do so
