I had the same happening yesterday with a Missile upgrade.
On top of being frustrating, the whole system was infuriating to me after the roll.
This has to be the worst crafting/upgrade/reward, I have seen in any game.
And yes, I have played (shortly) a korean MMO (Lineage 2, in beta).
