what the exact rules for level 1 to level 5 fsd range improvment

This, and also don't use remote engineering until you reached level 5 since it doesn't improve reputation / access.
Also that one. I totally forgot about that. You also can't do experimental effects via remote.

I have all materials and datas (many qty) from 1 to 5 and applied level 1 with sucess.I cannot applied level 2 even in experimantal mode.
I'm not in front of my game computer so I don't remember what is my F farseer level.
i'm not sure but i have read that to go upper level 2 you have to applied x time a level 1 on any craft , i didn't succeed to find this information wrong or true ?

I think it's 3 rolls of grade 1 to progress to grade 2, 3 rolls of grade 2 for grade 3 and so on.
Once you have achieved grade 5 typically grade 1 needs only 1 roll, grade 2 needs 1-2 (this is where RNG is applied), grade 5 needs 5 - 7 rolls depending on how obsessive you are
(TBH more than 5 adds very little in most cases so check the % improvements before another roll)

You probably just have it unlocked and never "leveled" it. Go back to her and re-engineer for the level ups, so you can do lvl2s

If you are new to an engineer you need to increase your reputation, you can do that by engineering modules (specific engineers accept exploration data, bounties etc), if I remember correctly there's a progress bar (top left) that indicates how far you've progressed to the next grade.
