Graphics glitch.
Yes I think so too. I get a similar effect landing at a station called Foale's Claim. I thought at first it was a glitch with my graphics settings as I had just upgraded my PC but later found that it doesn't happen at other planetary stations at all just at Foale's Claim. I suppose someone will be along with an explanation.

Seeing those as well very often, a quite old Rendering bug.

IMHO that's possibly related to "Terrain work" (GPU), but I can't be sure... Still, the way different settings "feed in" shaded squares of that tiled rendering Terrain LOD, it would seem related.
Maybe worth tinkering around with that.

I see these squares on most planets - it is pretty rare for me not to see them lol (Nvidia GTX 970, latest drivers - has been happening since 2.1 I think)
 
Is that pre-Voyager or Voyager Borg? Just need to know whether to run screaming or just shrug and carry on while modulating my shield frequencies.

Unimpressed with their beige natural landscape, the inhabitants of Chua Dryiae GY-F D12-1 1 have clubbed together to buy a massive bucket of black paint.
 
Just a basic rendering bug. I see it quite frequently in VR while flying over planets - generally right at the edge of the lens if I turn my head too quickly.

They called the media, cut a ribbon, made some speeches, everyone went away, they filled it in again.
