what the hell?

1. getting wanted for attacking wanted ship before scanning it. yeah i know i need to be sure but if i see not wanted ship beign attacked by second one, then its pretty obvious the attacker is wanted.
2. in places like nav beacons, compromised nav beacons, when i fly few kms away to recharge shields in peace suddenly theres a ton of npc that will fly all the way just to scan me, but they wont just scan, they will ram me every single time

I assume your ship has thrusters? Just move out of the way or destroy them.

The ramming is getting a joke.
I can see why a bad ass Anaconda will bump you for shorts and giggles but I was rammed by a 100% hull and shield Eagle yesterday which left it at 0% & 14%. It essentially killed itself on my Vulture.
 
Ramming isn't the issue really.

If your in an eagle and your rammed by an anaconda its like a tank driving into a ford fiesta.... The fiesta loses!

What needs fixing is the dumb AI ramming us for no reason. If they were at 0 shields and 5% hull, then tried to kamikaze at you I can get that, but at 100% it makes no sense at all!

Conclusion, don't end up as drug infused as the NPC's ^^

And as brian cox said FD is aware of it being silly, haven't noticed it myself but the NPC's seem to love jousting and do aim for me, so I guess luck is on my side not getting hit

Why?
Maybe they're having a private dust up and neither of them is wanted. They could be of opposing factions within a system and hostile to each other (red) but not having committed any crimes, both clean as well.
You have to allow the scan to complete or you will get a fine. Even if you attack a ship before the scan is complete and then they do come up was wanted, you'll still get a fine. Why? Because when you fired you didn't know if they were wanted or not. You have to be sure.
Red means hostile it does not mean wanted. Repeat Red=hostile, red=/=wanted.
You can have a faction hostile to your faction so they will be red to you. But if they've not committed any crimes they will also be clean. You fire before a complete scan and you'll get a fine.
Do the scans and let them complete.

This is an old bug that appears to have resurfaced. The devs will get it sorted out in time.
Just manoeuvre out of the way. It's trivial to avoid.

You're providing context that doesn't exist within the game outside of combat zones. It's a silly mechanic. If you shoot somebody before the scan completes and they aren't wanted, you should get a bounty. If you shoot somebody before the scan completes and they are wanted, you shouldn't get a bounty. It's not difficult and the way it works at the moment is absolutely ridiculous. Your ships computer declares you a criminal if you engage a ship before your computer has told you it's a wanted ship and that makes absolutely no sense whatsoever.

No need to target you, no need to faff about shooting guns when a simple ram that won't even scratch their paint will do the trick.

I hope they DON'T fix the NPC ramming upon scan. It adds interest to the game. I do it myself whenever possible, especially when an NPC wing consists of 3 clippers. I ram one of the clippers repeatedly to get the hull down to 50%, then move to the next one in the wing. After I've softened up all of them in the wing, I attack. By first softening them up, I only need to use one SCB during the battle! Of course, this will all change if they reprogram NPCs to interpret repeated ramming as an attack.

its interesting if npc uses its mass to gain combat advantage, not to brainlessly ram you without any further intentions than scan and fly away.
 
Being in a DBX and seeing an Anaconda turn towards you exploding to ram is one of the most exciting and panicy moments I have had in EDH. I thought it was programmed to be honest because he stopped firing at me. Flying through the explosion was the second most exciting thing =D but ye I have been having issues where I will drop out from the jump and see a Courier/Clipper/C*** spawn in front or above me and of course I go flying and it sort of sits there going ahhhhhh attack attack!!!!

Actually, I kind of like the ramming. It's rather hilarious to watch a lumbering anaconda try to spin on a dime just to scan me while I'm pounding away at its power plant from the safety of its blind spot. Meanwhile, it could just engage turrets and chew me to pieces.

Definitely agree with number 1. No reason we should be getting bounties on a technicality, when it is clear who the aggressor is between an unarmed mining ASP and a little Imperial Eagle.

Number 2 can be a nuisance, and it boils down to poor AI, but it has its entertainment value.

Just think of the NPC ramming while scanning as a means to pre-emptively soften you up in case the scan reveals that you have cargo.
 
The whole concept of the ramming is silly, the forces subjected to the body and a ship would crumble both. 400m/s to 0 in a 1/10 of a second, yeah that's plausible
