What the hey? Passenger mission reward influence broken?

Setup: I am attempting to boost a player faction standing/influence in system legally (more or less), so I take a passenger mission from the faction that has a high influence payout option. The passenger is noted as being wanted in 'some star systems' but fails to mention that they are wanted in the very system they want to fly from (and of course, back TO). I make the run and sneak back onto the surface base without being scanned, shot at, interdicted, etc. And I turn in the mission, selecting the influence payout.

Expected result: The influence applies to the minor/player faction that I accepted the mission from.

Actual result: The influence applied to the NPC faction that took over the surface port.

What the Hey?

1) how is it that the faction controlling the port, that did not offer the mission gets the perks?
2) how is it that the passenger wanted by the faction controlling the port walked into their hands at the end of the mission?

(Okay, Role Play on query 2: This was the last run around the sector before turning herself into the authorities, or there was a sting operation and the authorities were waiting in port for that heinous criminal to show her face again. Whatever. >_<)

I'm already annoyed that the NPC faction steamrollered the player faction for control of the system, but now actions that logically should help restore some influence are instead detrimental. Complete Cow Manure if the player cannot determine whom is going to benefit for running missions.
