When driving the ranger vehicles around in both JW and JP, I realized that ranger vehicles and MVUs can't manually open tour gates. This includes aviary gates and tour gates. You don't necessarily need to change any systems like for example, the vehicles will still use regular enclosure gates to get places instead of tour gates but when you are manually driving vehicles, you should be able to open tour gates. In JP, Nedry was able to override the gate and push it open during the storm. It just doesn't make a lot of sense to have the tour vehicles only go through.
