It's the secondary fire (right mouse button by default, when using KB/mouse). Basically the same button you use for aiming down the sights on a rifle.

To be honest, I find the "pulse" usability very limited. Its range is so low I have to eyeball organisms anyway to land the ship or stop the srv within a walking range from them. Due to ability to scan only one species at a time I have to remember what I'm currently scanning, anyway.

As a result I use it only for highlighting bacteria colonies when the terrain is so rough I can't see them clearly after disembarking and I haven't paid enough attention what I'm doing to just know where the organism to scan is.
