What is that thingy that looks like a tablet mounted between our pilots legs? Is it a screen? If so, why is it always disabled? Is it, perhaps, something else? What is it?!

As far as I know it was removed in 1.5 so currently no need to worry about it. It's function was most likely rolled into the new planetary HUD stuff.

im pretty sure it was mentioned somewhere that it would be used for horizons further down the line...
looks like a 2015 i pad doesnt it?....in a 3301 ship lol.....no wonder it dont work
 
If you watch DBs latest peek you'll see it appears it was going to be a screen for showing the landing ship/SRV menu but they replaced it with a holo display instead.
 
maybe it will display some data later or maybe it will have a holographic heightmap when you descend to planets, I don't know

Yeah but maybe it was supposed to PROJECT the holo display? The same way that the big circle in our cockpit is projecting the radar.

As to the question of what the pad was going to be used for, and FD initially and repeatedly answering that it would be used in future, it seems to have been ditched as shown in the latest video from DB, so I reckon we'll never know if it wasn't intended for the SRV/landing interface.

However, I'd assume from the holographic projection in the video that there was too much information to try and fit it all on the pad's area, and probably made harder to read in VR which might affect their ability to claim a well designed implementation of support with Vive/Oculus over the next season.
