Not random, procedural, and there are other factors which play into the likelihood of finding them. Haven't found one around a brown dwarf, for example.

I haven't been back to port to cash in my data since the boost, but I hear around one million credits, give or take. I don't play the game for credits particularly though. It's more about just finding them when you're out and about for me.
 
More then 50 Earthlikes found and only one case of twin earth likes. Its really not common as far as natural ELWs goes, most stuff in the bubble is terraformed.
 
I hear people talking about twin Earth like systems and I see missions for passengers wanting to go a kabillion lightyears away to see one. I have seen a few in the bubble... lol... Heck this one I found the two planets are actually really close.... So, what is the big deal exactly? Not being a smart #%@, really asking... lol...

Surely, until we can do anything with them (fly into their clouds, land on them, admire their weather, rivers, lakes, electrical storms and aurora borealis), what is the big deal?
