On the system architect view the only difference I can see between these two are the way the look in the image. All other stats seem the same..
What's the difference between Mantus and Orcus mining settlements for colonisation?

Orcus actually has an L pad, Mantus has an M pad as the biggest. Maybe have a look at my settlement layouts index which also lists correct max pad sizes.
(None of the pad sizes listed in the build menu are correct, everything is listed with an M pad even hubs/installations that you can't land on at all.)
Edit; I probably should have linked to my post on reddit, as there are imgur albums with full-size screenshots of almost each layout as well. And the index is ordered in the same way as the Odyssey layouts website had (which is now offline), but you can still download that tool as well.
