What's the point of Horizons settlements in Odyssey?

I've visited quite a few of them. They are 100% completely unchanged. There are no HABs added, no NPCs, no loot, nor any missions involving them. Their system of power gens and data storage is completely different than Odyssey settlements, and AFAIK, the Jameson crash site rendered them completely obsolete. Why was Odyssey not used as an opportunity to improve Horizons content? Why does every single update come out as detached as possible?

Probably to leave something to do to horizons players
 
I agree with OP that it would be better to filter them out of view for Odyssey players. That would also mean filtering missions that involve those sites.
 
I don't want them filtered out, I want them meshed in with the new content. Since Horizons players won't ever be able to instance with Odyssey players on planet surfaces anyways, it shouldn't matter how Frontier changes them for Odyssey players. They would just stay the same for Horizons. The sort of timed race course that they are isn't bad content, it just got phased out by relog cheating.

Before I ever knew anything about Odyssey, I thought they'd enhance these settlements with all the new buildings and details, but they didn't. They just pretended it was never there... what the heck?
 
Because if they were melded, what would be the point of being on foot (and most of EDO) at all? Its yet another bolt on over a bolted on expansion.
 
It would be very cool if Horizons settlements got an Odyssey compatibility overhaul, keep the outside and exterior defenses the same so they're basically insurmountable for single on-foot players An Odyssey mission sending you to one would require a skilled player or group to use the Horizons base assault methods, and then it switches to Odyssey FPS when you've broken inside.

Even small Horizons bases are pretty large compared to Odyssey settlements, it would be a nice way to implement unique procedural interiors for each one. Look at NMS Desolation's derelict freighters, each system has a unique seed for freighter interior, with some small variations for each new one.

So you can collect data without relogging? Not everyone uses re-logging in their gameplay via Jameson. I'd rather quit the game than use re-logging everyday.

I really do not see the need to change them, surely there are enough Odyssey bases in a system for most already?

minimum viable product. they get given a list of things to add, they decide the easiest way to add them and don't consider more complex integration for fear of creating unforeseen technical issues. then they spend 8 patches fixing unforeseen technical issues for the basic gameplay anyway.

You almost phrase your questions as though there was no logical opposition to the premise that EDH settlements should have been updated. It's literally a 50:50 decision. Do, or do not. Fdev did not. I'm unsure if the answer to the question "why" is that compelling either. As you say, a lot of their expansion content is segregated. Some isn't. Some is. This stuff is exclusively SRV content and gives EDH players something to do. I agree that it would have been nice to have them more populated and active but then how do you explain that when an EDH player and EDO player visit the same settlement and the EDH player sees something entirely different? EDO settlements just don't exist for them. That's also a break in content integration.

That line has to exist somewhere.

Yes, I think it's just what you're focused on. I could easily say what's the point of Powerplay or BGS or PvP stuff because I have no interest in it.

For me, the settlement missions are probably the best thing in the game.
I think there's some ambiguity here. EDH Settlement missions are pretty poor (subjectively, maybe you like them, I think they're pretty bland). EDO settlement missions are fantastic. This topic is about how EDH settlements are not upgraded to behave like EDO settlements.

We agree, I'm sure. Just pointing that out. My answer to the OP is basically "The point of EDH settlements is for EDH players, much like space content is for anyone who wants to fly a ship".

Agreed. It would be nice to see them upgrade lots of the surface content. And it feels like a lot of the "abandoned base" style places would suit some Thargoids sneaking around.
 
Not everyone has EDO. Or will have EDO. Not unless they drop EDO in the base game.

So Horizons only players will need some content too.
Especially after they upgrade Horizons to EDO engine and we will not have 2 different games.
