What's up with the traffic jams at starports?

Don't know if this has been discussed before, but what is up with the traffic jams at starports sometimes? As one example, Jameson Memorial. It is often that ships are all jammed up in or near the slot or in the rack. If I got jammed in there it would be seconds before I get obliterated. Yet these jams can last for hours. Is this bots? Many times the ships show as players. Sometimes NPC mixed in for good measure. Is this intentional by some players? Noticed this at Jaques in Colonia as well.

The docking computer can't account for player movements, only for player ships that are using autodock, so if you manually dock you run the risk of blocking the access for everyone by trying to get in while something like a NPC Beluga is exiting, and if it's busy the docking computer will just keep piling NPC ships up. Wake out and back in to try and force a new instance and see if that helps.

I rarely instance with other players so luckily I have never seen this!
 
Twice in the past couple of days I've been refused docking at a large orbiter because there were no landing pads free. (wing of 2, one docked, other outside.) The system's controlling faction is in expansion and it's a tourist orbiter with a lot of orcas, dolphins and occasional beluga.

What is going on?
We are humans, we don't like to stand in lines so bumping are way inside a busy star port like Jameson or Jaques is a daily bread. NPCs follow dock and launch proceedures and that makes them slow, ramming your way inside the station is best way, no one cares what NPCs are doing. All you get is a small fine you can pay right away after docking and even with little damage you can also fix for small amount. If you have shields strong enough and NPC is stock in the mail box, you can gently push him in or out.
