Was out looking for a place to A rate my Taxi Cobra and came upon this station. Is this going to be updated ....what is the reason for the "Thingy" sticking out of it?

Those are the flying hammers of death!
Those are Newtonian Hyperspace Hammers. If you park your ship in the path of their spin, the Hammers will send you straight to your highlighted system.

I'm still hoping for a CG in one of these noobhammer stations [where is it]
We nearly had it with the recent metal collection CG, the two most recommended stations for sourcing metals had them
The one I used for metal for the Obsidian Orbital CG at Kaushpoos was one. Caught me a couple of good ones too [knocked out]

Hammers of the gods. 
They make the chambers in the ends of the arms the same diameter as the habitation ring on an orbis station which would provide 1G earth normal gravity. It'd also use a lot less fuel to maintain the station's rotation if you put thrusters on the ends of those arms.

How about this station have you seen the like?
Ahh, yeah, those stations are pretty rare, and extremely deadly if you're not careful... There are two of them in my home system (21 Draco) actually, Davis Terminal and Dunn Orbital I think.
Not 100% sure what they're used for, but I think I remember reading something about it either being high-G storage, or a way for planet-side workers to get acquainted with the surface gravity of high-G planets in extraction-based systems, going slowly down the arms, before going down to the planet itself for work.
... or it could be giant flyswatters, preventing inexperienced pilots from entering the docking bay and possibly cause collisions...

This, or pretty similar, occasionally - and I'm always wondering what those rotating pods are there for.
Theirs also one at LDS 883, which also has rares .

And despite seeing these stations in Frontier & FFE, & having seen one in ED, I still got whacked (once) by the 2nd 1 I come across! (I wasn't paying attention after I jumped in).
