Whats with all the clean pilots in Anarchy systems

Been hunting near lave and most of the Nav poimts in Anarchy systems only carry clean pilots. Same with resource sites.

In Ridequat there is a fair amount of wanted but they are not so common.

Do you have a warrant scanner on board? If not then you are seeing their standing in your current system. Anarchy = no government = no law = everyone is clean.

Riedquat is, for some reason, not a "true" anarchy; it has laws. Most "true" anarchy systems - the best places to hunt - demand you use the kws and check the contacts panel to see if they're wanted in empire, federation or alliance space. They will still show as clean because, in truth, they are; no one is wanted in true anarchies.
