What's with the weird NPC behavior when loading a game into an RES?

I loaded from the main menu into a high RES after alt-tabbing out for a while to fix some things on my PC, and went to go hunt down a python with a bounty. As soon as I open fire, about 5 ships ascend into view in a rectangle formation next to and behind him, stare at me, and scan me. They weren't on the scanner until they just ascended from nothing. I should have gotten a screenshot but I was a little spooked by a bunch of guys showing up like I came to the wrong neighborhood. Thankfully I just got a "another useless spacer, get out of my way" message and they broke off while I went to continue hunting the bounty (who wasn't in a wing). I'm not sure if it's a bug or not, because it looked really coordinated with all of them ascending to the same height in a formation using their vertical thrusters, which I usually don't notice NPCs using exclusively to get around.

These are The Ubiquitous RES Pirates.

They will find you in the very center of the bubble or on the very edge of the galaxy if you drop into a RES or pretty much any place you can mine. They are there to make sure you are only carrying limpets, or to relieve you of your cargo for which they've come a very long way.

The best thing is to scan them, see that they are wanted, and give them a very quick trip whence they came, so they don't have to fly all the way back empty-handed.
 
That's the thing, from what I could tell, they seemed to be a psuedo-wing of Federal Agents that just... appeared out of nowhere. Maybe I attacked someone too fast in an RES after loading and the game panicked and tried to get them loaded in close by to do the usual scan on appearance thing? I don't know.
