A follow on mission that’s locked due to insufficient reputation. Possible bug? Unsure. Raise it as a bug in the subsection for that, perhaps.
 
Yes, a bit daft that they want to offer you a special follow on 'cause you are so special... But you don't have the rep with them.

Been that way for a while apparently. Not sure if it's a bug or just random.
 
Don't really see the big deal, myself.

If you have your heart set on doing that particular Planetary Scan Job, rank-up with the faction and then take the mission.

Occurred to me a couple of days ago, when I lost my Anaconda it was during a whack-a-pirate mission in Sirius.
Sirius is permit-locked.
Just as well I already have the Sirius permit or I might have been a bit miffed.

Course, maybe the game doesn't issue missions to systems a player doesn't have access to?

That mission giver is an absolute beast...god help whatever man is brave/desperate enough to tackle that thing.

Yer rep is borderline so if its out, its not by much. Bug most likely.
 
Since follow on missions stick around, and it is possible to lose rep with a faction, then it would be expected that this is going to happen sometimes. Not a bug in my book.

I could accept that if I had the requisite reputation at some point, but not in this case as I've never been allied with that faction at any point prior to receiving it.

Thanks for your report - This is working as intended. The more reputation you have with a faction, the more missions/better rewards etc. they will offer.
