Yes, a bit daft that they want to offer you a special follow on 'cause you are so special... But you don't have the rep with them.

That's a new one lol. Never seen a locked chain mission.
My personal grip is when my chosen faction sends me to there own bases, thus paying me and fining me for the same job. I wrote a slightly humorous take on this here.

They're just trying to encourage you to get friendlier with them. I'm sure the payout will make it worthwhile.

If you have your heart set on doing that particular Planetary Scan Job, rank-up with the faction and then take the mission.
Occurred to me a couple of days ago, when I lost my Anaconda it was during a whack-a-pirate mission in Sirius.
Sirius is permit-locked.
Just as well I already have the Sirius permit or I might have been a bit miffed.
Course, maybe the game doesn't issue missions to systems a player doesn't have access to?

That mission giver is an absolute beast...god help whatever man is brave/desperate enough to tackle that thing.

Of course, there is quite an easy way around this, just takes a little time, effort and mission running...
I could accept that if I had the requisite reputation at some point, but not in this case as I've never been allied with that faction at any point prior to receiving it.
