When are illegal goods not illegal?

Hello Commanders

As the title says. I took some items from a settlement container that were marked ‘illegal’ in purple text. I was then scanned and expected to be shot, but wasn’t and I was allowed to continue.
I‘m still learning, obviously, but would appreciate knowing how I got away with this please?

Most assets and maybe goods are only illegal if you're seen actually taking them. I'm pretty sure illegal data will get you in trouble, as downloading sets off the alarms. I see this all the time, anarchy system or not.

There will be an indicator next to your radar if you're carrying anything that a scan will reveal.
 
all depends if you dont get caught and get away you are in the clear,all depends on what mission you running,witth od base missions as long as you can complete the picking are youres, eg exterminate x faction ,when done the settlement is free to roam.but suggest you turn of alarms before if you can.
 
I stole a bunch of items from a settlement in Shinrarta Dezhra last night. The "stolen item in inventory" symbol never turned red. So long as you don't get caught in the act, and that symbol doesn't turn red, you're safe.
 
If I'm not mistaken, all assets (tech, circuit, chemical) are free for the taking as long as you're not seen taking them. They don't show up on security scans.

Goods always show up on security scans so it's considered a crime to steal those.

Not sure about data.
 
If one is on a mission to upload data to a terminal in a settlement (malicious as always) and is scanned the guard can see it, and set off the alarms. So carrying stolen data is probably going to show up too, if scanned.

Thanks very much everyone. This makes a lot more sense to me now. I didn’t think I was in an anarchy system but could have been. But as stated, it was probably more to do with what I had taken.

This is my understanding of how anarchy works. If I'm mistaken, please correct me :)

Anarchy is a type of government. Factions have their own government type, and systems have an overall type. Anarchy system doesn't mean much from what I've seen. You can still get a bounty/notoriety for crimes/murder against non-anarchy factions in an anarchy system.

The important thing to check is the government for the faction at the settlement(s) you're infiltrating. A list of all factions in a system can be found on the system map.
 
Regarding illegal to carry stolen items, I just discovered they are clearly marked in the hover-over info. The stuff that won't show in a scan just says "Steal", while stuff that will shows "Steal Traceable". As for data, I'm not sure yet.

If you turn off the alarms and don't get seen you can download illegal data and get subsequently get scanned without worry.
It seems to just be goods that get you caught, and e-breaches if you've just come from a communist settlement.
