When can I shoot enemies with impunity?

I randomly stumbled across another CMDR today bearing the "enemy" tag, presumably because he was pledged to a different Power than my own. He was docked at a station; I assume I can't shoot at him when in the no fire zone, but how about as soon as he leaves that zone? Or if not, where?

Shooting weapons inside a No Fire Zone gets you a fine (400CR or something miniscule like that). Murder gets you Wanted and the station's guns will try to kill you. I don't know if Enemy = Wanted, but I don't think so. I'd expect to be considered a murderer if I kill a pilot while they're docked and they're not Wanted in that system. You might be considered a vile rodent should you murder a defenseless "enemy," but does that matter to you? Or do you prefer a consensual duel? Wait for the pilot to start spinning on the pad and send a direct comms. Your choice what to say, but once they take off you can wait to clear the No Fire Zone and do what you like then. Other pilot at least won't be defenseless then and can choose fight or flight. Happy times. :)

'Enemy' means that ship is an enemy to you. Only if you are in a system controlled by the faction you are pledged to is it an enemy to the system as well, but if that is the case you can shoot with impunity. Only do so outside of the no fire zone though to avoid fines and accidentally hitting the station. That would be very bad.

I guess there was some sort of agreement between the major factions. You may want to get yourself an interdictor if you don't already own one
 
Yeah I will at some point, just about to buy a new ship so I'll buy one then. I wasn't expecting to see an enemy so deep inside my own Power's territory.

This is confusing to many players.

The Power exploits a system but does not actually own a system or the stations in it.
An Imperial Power can for example exploit a system with Federal or Alliance stations in it.
You can be pledged to the Imperial Power and be allied with the Feds that control the stations in that system at the same time.
We are talking about separate political levels that function independent of each other.

The Hostile label you see in your HUD at the right hand side only applies to the Power and the Power's ships. The ships and stations of the local factions will be neutral, or might even be friends or allied to you personally.

If you are in a system exploited by an enemy power you will get a bounty on your head if you attack the enemy Power's ships because the local factions will enforce the law no matter what.

If I remember correctly you can even get wanted if you attack an enemy Power's ships in a system that is exploited by your own power.
The same rules apply: The local police is not under the control of your power. They will enforce the local law no matter what. They do not care about Power politics.
Very often enemy npc or player power ships will be labeled wanted. You can then of course attack at will.

Players with the"enemy" tag can also be fired upon and destroyed without consequence. The only bad thing that happens to you is you'll get a fine if you shoot withing the no fire zone of a station, but you will not be charged with assault or murder. You can then pay the fine afterwards and you're all square.

I've destroyed enemy Cmdrs even inside the mailslot before. As long as you don't accidentally shoot the station they don't care.

If what you say is true then this mechanic must have changed recently.

I have played PowerPlay for many, many months.
I have been rank five with Lavigny Duval for several weeks and earned it by killing hostile Archon Delayne Power ships. I became wanted because of it!
I have killed hundreds of enemy power ships (clean and wanted ones) and raked in bounties on my own head in excess of 25 million credits. I immediately became wanted by the local Federal authorities. During my hostile activities in Archon Delayne's territory there was a power change between two local Federal factions. Because of the fact the first faction lost power my first bounty became inactive. But as I went on killing Delayne's ships I got new bounties with the new local faction. These bounties have now both changed into Legacy fines.
I still avoid the systems where I killed all these enemy power ships.

As far as I know now this mechanic has not changed.
Killing wanted enemy power ships is of course no problem at all. Wanted is wanted.
Killing clean enemy power ships has always gotten me a wanted label.
I have destroyed far too many of them to be mistaken about this.

Perhaps some other PP players have information about this?
I would like to know if there was in fact a change in the mechanic.

He didn't show up as wanted though, it said "enemy" instead.

Yes and that is something completely different.

The 'enemy' label has nothing to do with the crime & punishment system. It is a PowerPlay-only label.
As far as I know a clean 'enemy' will get you wanted if you kill him. That is how it has always been.

As I said earlier this confuses many players, apparently including 4fast5me.

I have requested long ago to change the 'enemy' label into 'enemy power' or something like that, to make it more clear that this is a powerplay specific label.
