When can we build the station/platform in the colonization picture?

Frontier when can we build this ??? wouldn't it be cool to be able to walk along an outside gantry/passage way to get inside the station?

Its a construction platform, I know I built mine after my outpost.

You don't build it, it appears for any orbital construction after the first station, and disappears when the new station is finished, but seriously it's nothing special, just a place to land, you can't even disembark and that's disappointing, I was hoping they would do at least basic interiors for all these new models in the game.
