...Well this has been a load of fun. Either there are as many commanders as there are stars, or you're allowed to bulk hold claims. I've been clicking on every single non-solid purple triangle and every single one of them are claimed and the ones that are far enough along to be considered "inhabited" haven't unlocked the adjacent systems and are still reading "too far," even though it's 2ly away from an inhabited system now.
